She is admitted to practice in law in California, New York and England and Wales. Roe focuses her practice on financial technology, payments law and financial regulatory matters, advising clients across the payments, e-money and digital asset sectors on the structuring and delivery of regulated products and services.

Roe has highly specialised experience advising payment service providers, e-money issuers, cryptoasset firms and other financial services and technology businesses on key legal and regulatory issues affecting their operations. Her work spans regulatory perimeter and product structuring analysis, compliance with the UK and EU payments and e-money frameworks, and the development of governance and compliance programmes aligned with supervisory expectations, including digital operational resilience requirements and consumer protection obligations such as the Consumer Duty.

Roe advises a broad range of clients, including global payment firms, merchant acquirers, payment schemes, fintech platforms, e-commerce marketplaces, gaming and technology businesses, and companies developing innovative payment and digital asset propositions. She also supports clients in negotiating and implementing third-party and outsourcing arrangements that underpin regulated payment services.

In addition to her advisory practice, Roe is responsible for coordinating the Luxembourg chapter of a leading European fintech trade association, contributing to industry engagement on regulatory developments impacting the payments and digital finance sector.

Prior to joining FM Legal, Roe worked as an in-house lawyer at one of the largest merchant acquirers in the United States, gaining significant commercial and regulatory experience within a major global payments business.
